A lot of people love to complain about how cold hospitals are. They actually up the AC for a reason. One reason is for the patients. The last reason for heavy AC is actually bacteria related, however mold, mildew as well as fungi care about warm, moist sites. The air conditioner is meant to get rid of anything that could possibly grow in the building. The hospital even goes one step further as well as has UV lights installed in the cooling system.
